China Avoids US Export Regulations to Access Nvidia AI Chips
Chinese companies are circumventing U.S. export controls to access Nvidia's high end AI chips despite efforts by the Biden administration to restrict their availability. Chinese engineers are utilizing decentralized GPU rental services and global brokers to access Nvidia's powerful H100 AI chips without physically importing them into the country. With its potential to significantly accelerate China's AI progress, this loophole allows them to continue developing advanced AI technologies, bypassing restrictions. Chinese engineers are increasingly opting for rental services rather than purchasing these expensive AI chips. These services, facilitated by brokers, allow firms to rent Nvidia-powered servers in countries like Australia. One broker reportedly set up over 300 servers in Brisbane. They rely on the intriguing method of cryptocurrency transactions to maintain anonymity and avoid U.S. trade restrictions. Despite Nvidia's attempts to comply with U.S. export controls by designing restricted versions of its AI chips, Chinese firms continue to find ways around these limitations. The growing trend of GPU decentralization gives them the computing power needed to stay competitive in the AI industry.

Imagination Technologies Changes AI Strategy
Despite the setback of Apple's switch to its GPUs, Imagination Technologies has shown remarkable resilience. The company set its sights on the burgeoning field of artificial intelligence (AI) to develop neural network accelerators. The shift, driven by the increasing complexity of their proprietary software, is a proactive response to AI customers' rapidly evolving and diverse needs. The company's pivot towards AI solutions is a crucial and well-considered move. Imagination Technologies' customers often present their unique AI models and expect the company to deliver targeted hardware optimization. When Imagination realized the difficulties, it developed an NPU and shifted its focus to GPUs, taking advantage of their multi-threaded nature to meet the demands of efficient parallel computing. To better support this transformation, Imagination decided to leverage neural network accelerator technology, such as graphics compilers, to integrate into the GPU. This integration enhances the GPU's capability to handle AI tasks, making it more competitive in the AI market.

Playstation 5 Pro With AI Rumors At Gamescon 2024
Recent reports indicate that the release of the PlayStation 5 Pro, initially planned for 2024, will be delayed until 2025. According to industry insiders, this delay suggests that SONY's next console may require more time development before launching. Although many analysts previously expected the console's release in late 2024, rumors at Gamescom 2024, held last week in Cologne, Germany, suggested the release might occur later this year instead of next year. However, there are conflicting opinions, with some suggesting that Sony needs more time to optimize their titles for the new console. Despite this, a few developers who attended Gamescom 2024 have indicated that they received the specifications of the PS5 Pro and are confident that Unreal Engine 5 would run much better on the new console than on the regular PlayStation 5, instilling a sense of reassurance and optimism. An official release announcement might be made later this year instead of next year.

French Authorities Arrest CEO OF Telegram App
The founder and CEO of Telegram's messaging service, Pavel Durov, was arrested by French government officials at a French airport, in an international incident that has garnered significant attention. Reports stated that the arrest warrant alleged the Telegram platform was used for money laundering, drug trafficking, and other offenses. Durov, a dual citizen of France and Russia, was taken into custody at Paris-Le Bourget Airport on Saturday evening after landing in France from Azerbaijan. The National Anti-Fraud Office, part of the French Customs Department, informed Durov, 39, that they were arresting him. French media indicated that France issued the warrant for Durov at the request of a unit within the country's interior ministry responsible for investigating crimes against minors, including online sexual exploitation, possession and distribution of child sexual abuse content, and grooming for sexual purposes.

US Justice Department Sues Software Company Involved In Nationwide Conspiracy Among Landlords
The US Department of Justice and eight states have filed a lawsuit against RealPage Inc. According to the lawsuit, the company has developed a business that hinders fair competition, a matter of grave concern. This lawsuit is a key part of the Biden administration's response to voters' concerns about the increasing cost of living due to the highest inflation in four decades. US Attorney General Merrick Garland has taken a firm stance, stating, "Americans should not have to pay more rent because a company has found a new way to collaborate with landlords to break the law." Garland added, "We allege that RealPage's pricing algorithm enables landlords to share confidential, competitively sensitive information and align their rents. Using software as the sharing mechanism does not protect this scheme from antitrust liability, and the Justice Department will continue to aggressively enforce the antitrust laws to protect the American people from those who violate them."

AI Giants Oppose California Artificial Intelligence Regulation
Earlier this year, California State Senator Scott Wiener introduced a bill to regulate artificial intelligence and establish safety standards for developing large scale AI systems. However, the proposed legislation has received strong opposition from many Silicon Valley tech companies, startups, and venture capitalists. They argue that the bill, which prioritizes security, could stifle technological innovation in the state and hinder the progress of AI technology. OpenAI, a San Francisco based startup, sent a letter to Senator Scott Wiener's office expressing concerns that the bill would negatively impact innovation in the AI industry. The startup suggested that the federal government should take the lead in regulating this issue rather than individual states. Additionally, the letter raised concerns about the potential risks of unregulated AI on the United States' competitiveness in artificial intelligence and national security.

European Center for Digital Rights Files Complaints Against X AI
Austria's European Center for Digital Rights (NOYB) has filed a complaint against X, accusing the company of collecting users' data to train AI without their consent, a serious violation of EU law. Max Schrems and his team lodged a complaint based on GDPR with nine EU authorities to increase the pressure on Ireland's DPC, the lead data protection authority overseeing X. The DPC has already requested X to suspend or restrict the processing of user data related to the development of AI systems, and X has agreed not to train AI systems with personal data collected from EU users until they can revoke that option. However, according to the NOYB, the DPC must determine the legality of data processing. At a minimum, X should ask users for consent to comply with EU law. X only allowed users to turn off consent in settings several weeks after data collection began. X stated it would continue to collaborate with the DPC on AI issues. However, in June, Meta stopped launching its European AI assistant under pressure from the authorities.

Canalys Analytics Tracks AI PC Sales
According to the analytics firm Canalys, 14 percent of PCs sold during this year's second quarter were Artificial Intelligence PCs. Analysts are optimistic about the potential of AI features to revive demand, bypassing the cloud and gradually leading the sector out of the recent slump with NPUs built for AI tasks. Apple dominates 60 percent of the AI PC market due to Macs equipped with M-series chips featuring neural engines. Microsoft saw a remarkable 127 percent increase in the shipment of its AI PCs sequentially. Copilot+ AI PCs based on Qualcomm Snapdragon chips using the Arm architecture were introduced in May. Intel has also shipped more AI PC chips, boosting the premium segment, with Windows PC sales above $800 increasing by 9 percent. Lenovo achieved an impressive 228 percent growth in AI PCs, constituting 6 percent of its Windows PC sales. At HP, the figure is 8 percent, and at Dell, it is 7 percent. Canalys expects these numbers to continue to rise, indicating the market's strong potential.
