US Charges Russian Military For Unleashing Malware.
Federal prosecutors unsealed an indictment charging six Russian nationals with conspiracy to hack into the computer networks of the Ukrainian government and its allies and steal or destroy sensitive data on behalf of the Kremlin. The indictment, filed in the US District Court for the District of Maryland, revealed that five men were officers in Unit 29155 of the Russian Main Intelligence Directorate (GRU), a military intelligence agency of the General Staff of the Armed Forces. Along with a sixth defendant, prosecutors alleged, they engaged in a conspiracy to hack, exfiltrate data, leak information, and destroy computer systems associated with the Ukrainian government in advance of the Russian invasion of Ukraine in February 2022. Later in the campaign, the Russian operatives targeted computer systems in countries around the world that were providing support to Ukraine, including the United States and 25 other NATO countries. The Justice Department announced a $10 million reward in exchange for any of the suspects’ locations or cyber activity.

OpenAI Rules Ignored In GPT Store
OpenAI is currently dealing with a serious issue of content moderation in its GPT store. Users have been creating chatbots that blatantly violate the company's rules, posing a potential threat. An independent investigation has identified over 100 tools that generate fake medical, legal, and other responses, a clear and unacceptable violation of OpenAI's rules and a potential risk to the public. Many developers have used the platform to create tools that violate the company's rules. The violations include chatbots that generate explicit content, tools to help students cheat plagiarism checkers, and bots that provide supposedly reputable medical and legal advice. Many medical and legal GPTs do not contain the necessary caveats, and some are misleading by advertising themselves as lawyers or doctors. For example, GPT's AI Immigration Lawyer is a "highly qualified AI immigration lawyer with up to date legal knowledge." However, research shows that GPT-4 and GPT-3.5 models often give incorrect information anyway, especially on legal issues, which makes their use extremely risky.

Amazon Reports AI Not Always Better Than Humans
Amazon conducted an experiment on behalf of the Australian regulatory authority ASIC (Australian Securities and Investments Commission, overseeing the financial market). The results were then presented to the Select Committee on Adopting Artificial Intelligence. The experiment was straightforward: Amazon used large language models such as Llama 2 (a version with 70 billion parameters) to summarize the content of the documents, including information about the ASICs (such as links to pages, context, etc.). The same task was given to 10 employees with varying levels of experience from the ASIC. The summaries were then reviewed by individuals who were not informed that artificial intelligence was involved in the study. The experiment's findings were clear: human expertise is irreplaceable in this field, as they outperformed AI in every aspect. It was revealed that AI often omitted context, provided false data, or focused on irrelevant details.

OpenAI Planning SORA AI Acceleration Chip
OpenAI wants to develop its own specialized AI chips. To support this effort, OpenAI had discussed building a new plant with TSMC. However, OpenAI made the strategic decision to cancel this large scale project after a thorough evaluation of its potential and associated risks. Nonetheless, OpenAI's AI processor is still under development. TSMC will manufacture the chip using TSMC's upcoming A16 (1.6nm) technology. OpenAI aims to enhance the computing capabilities of Sora, its generative artificial intelligence for video creation. Introduced earlier this year, Sora's AI model has not only garnered attention but also impressed many with the high quality and realism of the generated videos. Developing a proprietary hardware platform is expected to enhance Sora's video generation capabilities, with these chips projected to be available by 2026. The A16 development process will commence after the widespread adoption of N2P. Besides increasing transistor density, the A16 will reduce power consumption by 20%.
